In its first ten years of operation, Polgár Alapítvány az Esélyekért (Polgár Foundation for
Equal Chances - PAE) invested or channelled almost HUF one billion in the implementation of
the objectives of its mission statement. The organisation - that time managed by Judit
Szőke
- initiated different interventions “in order to improve the situation of disadvantaged,
especially Roma communities and individuals”.
The first field of intervention was the employment, where in addition to
establishing and
continuously supporting the Kiút program (Way out programme), a still ongoing
initiative
(which received 55% of investments including significant amounts disbursed by the European
Commission). Parallel, the PAE implemented its own interventions job creating projects in
three Northern-Hungarian locations.
Next, the attention of the Foundation turned to talent development. In the frame of a
complex programme it provided professional and financial support to hundreds of young Roma
outstanding in sports, arts and studies. The Foundation spent approx. 25% of its support on
this component, a significant part of which was European Union funds received through the
government. The PAE staff had a significant role in establishing the Roma Tehetségsegítő
Tanács (Roma Talent Support Council).

PAST

PRESENT
Founded in 2007, the Foundation goes through fundamental
conceptual, organisational and operational conversion in 2018.
FUTURE
The Foundation shall work as an integrator facilitator organisation in the future: it
carries out mapping of individuals, groups, organisations and programmes working on
community based issues hindering Roma emancipation, provides them with cooperation and
learning platforms (case-coalitions) where they shall develop joint proposals of
solutions and test them in practice so that effective representation of interest with
the adapted means at the appropriate forums may take place.
PAST
The experiences gained during fieldwork highlighted the necessity of crisis
management.
In more recent years the Foundation has managed to move particularly valuable assets in its
donation activity. In addition to campaigns mitigating daily needs, innovative initiatives
were successful like the glasses project surveying medical needs and providing the
necessary
optical equipments through a wide cooperation.
The Foundation has had traditional donor activities occasionally supporting the cultural, social, legal aid and community organiser work of dozens of NGOs active in disadvantaged locations. The Foundation’s efforts have been supported by many volunteers over the years and thanks to them it has been able to implement its activities with very little staff and infrastructure (spending only 5% of expenses on operation).
The Foundation has had traditional donor activities occasionally supporting the cultural, social, legal aid and community organiser work of dozens of NGOs active in disadvantaged locations. PRESENT
Founded in 2007, Polgár Foundation for Equal Chances (PAE) is going through
fundamental
conceptual, organisational and operational change in 2018. Unlike the recent years when it
focused on implementing its own programmes, the Foundation intends to support innovative
cooperation models adapted to the current, challenging social and professional
environment.
From its previous activities, the employment projects shall be continued by Kiútprogram, while talent development and crisis management shall be performed by Új Start Alapítvány where the former staff of PAE continues working under the leadership of Judit Szőke. PAE provides both organisations with significant financial support and intends to strengthen the long term relationships preserving and redefining its own professional and organisational independence.

The mission of PAE is to help the social emancipation of disadvantaged groups
(affected by
prejudices and marginalization), especially Roma people and to strengthen their
self-organisational and advocacy capacities. PAE will implement its mission by creating
inclusive, dialogue-centred platforms and programmes based on the effective participation of
the stakeholders, accompanying them from problem analysis through experience-based solution
modeling to public campaigning.

The thus created case-coalitions shall aim to define and carry out their advocacy campaigns based on tested result of good-practices. PAE is committed to encourage the activity of self-motivated stakeholders on the long term, therefore it breaks with the conventional donor-driven project-logic and accompanies the case-coalitions and their representatives through the entire process: from problem identification through strategy elaboration to campaign implementation.

PAE considers Roma people not as programme beneficiaries but as its initiators, and equal
partners of elaboration. The success of the proposed work-scheme is ensured by the effective
participation of all players. The Foundation does not support service provider organisations
and refrains from traditional donor activities, instead reaches out directly to community
activists and initiatives with advocacy potential, committed to elaborate system-level
solutions in a joint effort. The Foundation mobilises its resources to curve out new paths
leading to real change.

We aim to form coalitions to boost and disseminate the self-motivated emancipation programmes of the Roma. Thus we have created an organisation which demonstrates a sensitive and pragmatic cooperation taking specific cases to success.
Erzsébet Anita Német - (research)
We conduct committed, participatory mapping of grassroot initiatives, which helps create a new framework of cooperation and peer-learning of the supporters of Roma emancipation.
Adrienn Zubek - (development)
Keeping the principles of competence and effective participation in mind, we contribute to the success of Roma self-organisation by training and knowledge-transfer.
